возобновило выдачу виз жителям российского Дальнего Востока. Об этом РИА Новости
сообщили в Генеральном консульстве КНДР в Находке.
"Выдача виз в отделении консульства в Хабаровске временно прекращена в связи с
тем, что избитый накануне неизвестными вице-консул по состоянию здоровья не
имеет возможности исполнять свои обязанности", - отметил собеседник агентства.
"В Хабаровске на улице Юности в подъезде дома 10 двое неизвестных избили консула
генерального консульства КНДР, которое находится в Находке. П реступники
похитили рюкзак с дипломатическим паспортом, печатями и бланками виз. Консул
госпитализирован", - сообщили РИА Новости в правоохранительных органах
Хабаровского края. Возбуждено уголовное дело по статье 161 УК РФ (грабеж).
Посольство КНДР в Москве направило в МИД РФ ноту в связи с нападением на
северокорейского консула в Хабаровске. Об этом сообщили РИА Новости в четверг в
дипломатической миссии КНДР.
Pyongyang, March 17 (KCNA) -- Papers today dedicate articles to the 57th
anniversary of the conclusion of the agreement on economic and cultural
cooperation between the DPRK and the Russian Federation. The conclusion of the
agreement between the DPRK and the Soviet Union on Mar. 17, 1949 was recorded in
the history of the bilateral friendship as it marked an occasion of a
significant event in propelling the development of friendly and cooperative
relations between the two countries, papers say.
A signed article of Minju Joson says that the desire of the governments and
peoples of the two countries to develop the bilateral relations of friendship
which have long-standing historical traditions is growing stronger in the new
century. The article goes on:
Leader Kim Jong Il's historic visits to the Russian Federation and the Far
Eastern region and Russian President Putin's visit to the DPRK were a clear
manifestation of the strong desire of the two governments and the two peoples to
develop the friendly and cooperative relations between the two countries in
depth as their visits offered an important occasion of providing a landmark in
improving the bilateral relations of friendship in the new century. The Korean
people are sincerely rejoiced over the friendly relations between the two
countries developing favorably in the new century, too.
The Russian people are now registering many achievements in realizing the cause
of building a powerful state under the guidance of President Putin. Russia is
increasing its international prestige and its voice and influence on the
international issues by holding fast to the increase of defence capacity as a
key link for building a powerful state. It is paying due attention to ensuring
political stability at home and improving the people's living standard, while
concentrating its efforts on improving and developing relations with neighboring
countries to cope with the anti-Russian policies of the U.S. and the West.
The Russian government's stand and efforts to seek an unbiased peaceful solution
to the nuclear issue of the Korean Peninsula and improve friendly relations with
the DPRK are making a positive contribution to ensuring peace and stability in
Asia and other parts of the world. The Korean people highly praise the Russian
government and people for having striven to expand and develop friendly
relations with the DPRK in different fields and hope that everything will go
well in Russia in the future, too.

Pyongyang, March 17 (KCNA) -- The agreement on the economic and cultural
cooperation between Russia and the DPRK provided a solid foundation for
cooperation between the two countries. Alexander Matsegora, Russian charge
d'affaires ad interim in Pyongyang, said this, addressing a reception given at
the Taedonggang Club for the Diplomatic Corps on March 16 on the occasion of the
57th anniversary of the conclusion of the agreement. The charge d'affaires ad
interim, speaking at the reception, said that the principles of bilateral
cooperation laid down in the agreement which calls for development in the
economic and cultural fields of the two countries have made new progress through
the Treaty of Friendship, Good Neighborliness and Cooperation between the two
countries, the Russia-DPRK Joint Declaration and the Moscow Declaration and they
were reaffirmed at the meetings of Chairman of the National Defence Commission
of the DPRK Kim Jong Il and President Putin who are the top leaders of the two
countries. He wished the Korean people greater success in the work to build a
great prosperous powerful socialist nation and augment the economic potential of
the DPRK and promote the wellbeing of the working people.
Vice-Premier of the Cabinet Ro Tu Chol, speaking next at the reception, said
that the agreement on economic and cultural cooperation, the first
inter-governmental agreement, concluded between the two countries has made a
great contribution to boosting the friendship and cooperation between them. He
pointed out that the work to rejuvenate cooperation between the two countries in
the political, economic, cultural and various other fields is making headway
under the particular care of the two top leaders.
We will make positive efforts to successfully boost the bilateral cooperative
relations in various fields in the spirit of the DPRK-Russia Moscow Declaration
and the state-to-state treaty this significant year which marks the fifth
anniversary of Kim Jong Il's visit to the Russian Federation, he noted, wishing
the leadership and people of Russia fresh success in the work to build a
powerful state and a multi-polar new world.
Present on invitation were Minister of Foreign Trade Rim Kyong Man,
Vice-minister of Foreign Affairs Kung Sok Ung, Hong Son Ok, vice-chairwoman of
the Korean Committee for Cultural Relations with Foreign Countries who is

ОАО "РЖД" и Министерство железной дороги Северной Кореи подписали Протокол о
модернизации магистрали от Раджина до Хасана.
Во Владивостоке представители ОАО "РЖД", Северной и Южной Кореи обсудили проект
восстановления Транскорейской магистрали и ее соединения с Транссибом. Как
сообщает РИА PrimaMedia со ссылкой на пресс-службу «РЖД», в протоколе
зафиксировано намерение ОАО "РЖД" участвовать в модернизации магистрали от
Раджина до Хасана, разрушенной в 50-х годах прошлого века.
«Сегодня вместе с уважаемым товарищем министром железных дорог КНДР Ким Ен Самом
мы можем заявить, что приступаем к реализации проекта по восстановлению
международного сообщения граница Хасан – порт Раджин», - сказал президент «РЖД»
Владимир ЯКУНИН. Он отметил: «Мы провели трехсторонние консультации по
обсуждению всего проекта восстановления Транскорейской магистрали и ее
соединения с Транссибом».
Напомним, 16 марта во Владивостоке в рамках конференции "Транссибирская
магистраль в XXI веке: перспективы развития сотрудничества в области
железнодорожных перевозок" состоялись переговоры делегации ОАО "РЖД" с
представителями Северной и Южной Кореи. Встреча была посвящена развитию
контейнерных перевозок (с южнокорейской стороной), вопросам восстановления
Транскорейской железной дороги и организации сотрудничества железнодорожных
ведомств.

Как отметили в пресс-службе, вопрос о создании Транскорейской железнодорожной
магистрали с выходом на Транссиб стал актуальным в связи с принятым Республикой
Корея и КНДР решением о восстановлении железнодорожного сообщения между двумя
государствами. В результате модернизации Транскорейской магистрали планировалось
создать транзитный коридор "Азия - Европа", конкурентный морскому маршруту
следования грузов в этом сообщении через Суэцкий канал. Одно из его преимуществ
- прохождение груза на протяжении более 10 тыс. км без пересечения границ по
единому транспортному праву. Грузопотоки Транскорейской магистрали формировались
бы из объемов взаимной торговли между Россией, КНДР и Южной Кореей и транзитных
грузов в сообщении республика Корея – европейские страны и обратно. К перевозкам
по Транскорейской магистрали могла быть привлечена также часть контейнерных
грузов из Японии, перерабатываемых в порту Пусан.

Реконструкция Транскорейской магистрали начнется с восстановления железной
дороги до территории РФ по маршруту Госграница - Туманган - Раджан.
Приниципиальная договоренность об этом достигнута во время переговоров
руководства компании "Российские железные дороги" с представителями Республики
Кореи и КНДР. Встреча состоялась вечером 16 марта во Владивостоке, сообщил
пресс-секретарь Владивостокского отделения Дальневосточной железной дороги
Александр Артамонов.
"В ходе переговоров достигнута принципиальная договоренность о том, что
реконструкция Транскорейской магистрали начнется с восстановления железной
дороги до территории РФ по маршруту Госграница - Туманган Раджан, - сообщил
президент "Российских железных дорог" Владимир Якунин. - Кроме того,
представители Северной Кореи согласились с необходимостью создания
международного консорциума для восстановления Транскорейской железной дороги".
Переговоры с представителями КНДР и Республики Корея прошли в рамках
международной конференции "Транссибирская магистраль в 21 веке", которая
открылась во Владивостоке 16 марта. Сегодня форум продолжит свою работу.

Pyongyang, March 16 (KCNA) -- Minister of Railways of the DPRK Kim Yong Sam left
here Thursday to visit Russia. He was seen off at the airport by Jon Kil Su,
executive vice-minister of Railways, and Alexander Matsegora, Russian charge
d'affaires ad interim in Pyongyang.
Yonhap News reported that Russian Ambassador to the ROK Gleb Ivashentsov called Tuesday for the US to provide concrete evidence on the DPRK’s alleged counterfeiting. "The side that raises the suspicions should present evidence," he said. "So, the U.S. should find evidence to convict (North Korea of counterfeiting)." The ambassador said his country has no substantial evidence or information on the counterfeiting alleged by US officials. "Russia has not received any concrete evidence (of North Korea's alleged counterfeiting). There is rumor-level talk on the issue," the envoy said, speaking to a group of senior journalists in Seoul. Korea Times reported that Russia opposes any kind of sanctions against what the US calls rogue states such as Iran and the DPRK, Glev Ivashentsov, Moscow's top diplomat to Seoul, said on Tuesday. ``In principle, we are against any economic sanctions because they do not work,'' Ivashentsov told The Korea Times after a forum hosted by the Korea News Editors' Association in Seoul. ``There should be dialogue, there should be consultation, but sanctions do not work neither against North Korea, nor against Iran, nor against any other country,'' he said. Russia opposes any kind of sanctions against what the United States calls rogue
states such as Iran and North Korea, Russian ambassador to South Korea said on
Tuesday. Gleb Ivashentsov quoted by The Korea Times after a forum hosted
by the Korea News Editors’ Association in Seoul said Russia was against “any
economic sanctions because they do not work.”
“There should be dialogue, there should be consultation, but sanctions do not
work neither against North Korea, nor against Iran, nor against any other
country.” Ivashentsov’s remarks came as U.S. and North Korean officials were to
hold a meeting in New York later in the day amid Washington’s financial
sanctions against Pyongyang for the communist state’s alleged counterfeiting of
U.S. dollars.
As for a claim that Moscow was one of the venues North Koreans used to circulate
the bogus U.S. dollars, Ivashentsov said that his government is not aware of any
substantial evidence to prove it. “Our law-enforcement agencies have not seen
substantial evidence, regarding such claims,” he said during a forum. “What
we’ve heard of till now is at the level of rumor.”
Quoting unnamed U.S. officials, the Washington Times reported last year
that North Korean diplomats and Sean Garland, head of Ireland’s communist
Workers Party, and part of a ring that allegedly trafficked in the North Korean
counterfeit notes, met at the North Korean Embassy in Moscow. Ivashentsov said
that the United States should present concrete evidence that can entangle
Pyongyang in financial illegalities. “The party that raises such suspicions
should present the corresponding evidence,’’ he said.
The ambassador said everybody should work for the progress of the six-lateral
talks in Beijing on the North Korean nuclear issue. ”We hope that these
discussions there in New York would contribute to the progress of the talks
about the North’s nuclear programs,“ he said.

It is almost as though Sergey Matsegora was born to be sent to Korea as a
diplomat.
The 24-year-old Sergey, now cultural attache with his country’s diplomatic
mission in Seoul, was born in Pyongyang in 1981. Diplomatic service for his
country extends to both Koreas, and runs in the family.
The elder Matsegora, Alexander, was senior counselor from 2001 to 2003 at the
Russian consulate in Pusan and is now Minister- Counselor at Russia’s embassy in
Pyongyang. He has about 20 years experience as a Korea specialist, serving posts
in both North and South Korea.
“He was very fond of Chinese characters and in Korea, China and Japan,” Sergey
said. “So, when it came time to pick a foreign language to study in university,
he picked Korean. My grandfather wanted him not to follow a military path.”
Sergey’s experience as a Russian diplomat, coupled with his unique family
history, affords him a singularly unique perspective in Seoul’s foreign
diplomatic corps on changes in North Korea.
“Before 2001, there were three kinds of money in North Korea, three currencies,”
he said. “They had ordinary won, but they also had red and blue won for the
elites and for diplomats and other foreigners.”
Sergey, as well as half a dozen members of his family, graduated from Moscow
State University of Foreign Relations, the Foreign Ministry’s university. He has
a degree in economics and international relations and a Master’s degree in
international relations.
With the benefit of generations of experience with both Koreas, Sergey said the
recent reforms in the North have benefited its people. “Nowadays, there are many
big markets. Nowadays, there are many private restaurants,” Matsegora.
“The changes are more profound in Najing and Shinouiju. North Korean reforms are
effective,” he said. “I think they are working for North Koreans. Compared with
2001, the situation now is comparatively better.”
His studied the same subjects at the same department as his father. His mother,
maternal uncle and his wife, as well as paternal aunt studied at Moscow State.
From 2003- 2006 he was chief of the Korea section at the Foreign Ministry and
from 199-2001, he was chief of the counselor section of the Pyoungyang embassy.
He says that although mountain climbing and hiking are not his favorite things
to do, there are many breathtaking natural types of scenery in North Korea.
Pyongyang, March 4 (KCNA) -- The world is steadily heading for
multi-polarization despite the U.S. moves to make the world uni-polar and it is
an irresistible international trend for the world to become multi-polar. Rodong
Sinmun today says this in a by-lined article. It continues: China and Russia and
many other countries are exerting positive efforts to establish a new
multi-polar world order.
China and Russia are directing big efforts to cooperation in the military field
to this end. A typical example of this was the fact that the armies of the two
countries staged the large-scale joint military exercise codenamed "Peace
Mission-2005" in August last year. Russia and China together with India are
paying attention to building a new multi-polar world. For instance, last year
witnessed the 4th talks of the foreign ministers of those countries in
Vladivostok. The foreign ministers re-clarified the stance that they support the
establishment of a fair world order based on the democratization and
multi-polarization of the international relations. The cooperation between
Russia and India is growing stronger.
As already reported, at the end of the 1990s Russia proposed the formation of a
joint front by Russia, China and India to cope with the U.S. plan for the
expansion of the NATO and the U.S. Missile Defense system. It is now believed to
be at the stage of its realization.
The EU is also stepping up its moves to contain the U.S. high-handed and
arbitrary practices and create its own forces for collective defence in a bid to
strengthen its position and increase its influence as an independent polar.
What is noteworthy in the moves for a multi-polar world is the developing
countries. Now the developing countries hold a collective position to reckon
with in the international arena and play a big role in promoting the
multi-polarization of the world. The alliance among developing countries and
their integrated regions are strongly opposed to the U.S. imperialists' moves
for world domination and contain the U.S. moves for uni-polar world.
The significance of the trend towards a multi-polar world lies in that it has
significantly weakened the position of the U.S. imperialists as the "only super
power" and created an environment favorable for the development of the impartial
international relations.
Its significance also lies in that this trend keeps any specified forces from
unilaterally dominating the world. The above-said trend is, in the final
analysis, helpful to building a new fair international order and promoting the
cause of global independence. No force on earth can stem the trend towards a
multi-poplar world.
Pyongyang, March 1 (KCNA) -- Russian Ambassador to the DPRK Andrei Karlov and
staff members of his embassy visited the Korea-Russia Friendship Kochang
Cooperative Farm Tuesday to help its members in farm work. They helped farmers
in spreading compost on a field. During break they sang songs together and
exchanged conversations, deepening the friendship. The Russian ambassador said
that the DPRK singled out agriculture as the main front of economic
construction, wishing the farm success in its agricultural production this year.
The Russian diplomats went round the room devoted to the history of the farm and
handed materials for farming to it.
Pyongyang, February 28 (KCNA) -- Aleksandr Konstantinovich Ravchev, a Russian
poet, published a poem "The Great Era of Songun" and words of song "Glory to
Him, the Sun of the 21st Century" in praise of leader Kim Jong Il. In the poem
he highly lauded Kim Jong Il as a genius of thinking and theory and a great
master of military art as he set out the philosophy of the army and glorified
the era of Songun. The DPRK in the era of Songun is a powerful nation no
formidable enemy on earth dares provoke, he added.
In the words of the song he lauded Kim Jong Il as an eternal defender, an ardent
adherent and an ever-victorious leader of socialism as he guarantees lasting
peace and a rosy future with matchless armed forces, holding high the red flag
of socialism. He, at the same time, extended the highest glory to Kim Jong Il,
the sun of the 21st century.
Pyongyang, February 25 (KCNA) -- Kim Yong Nam, president of the Presidium of the
DPRK Supreme People's Assembly, Friday sent a message of sympathy to Russian
President Vladimir Vladimirovich Putin as regards a sudden collapse of a roof in
a market in Moscow that claimed dozens of human lives. Expressing deep sympathy
and consolation to the president and, through him, to the bereaved families and
victims, the message sincerely hoped that the Russian government would do away
with the aftermath of the accident at an early date.
Pyongyang, February 23 (KCNA) -- Igor Pablov, military attache of the Russian
embassy here, gave a reception at the Taedonggang Club for the Diplomatic Corps
on Wednesday on the occasion of the Day of Defenders of the Motherland. Present
on invitation were Vice-Minister of the People's Armed Forces Kim Jong Gak,
general officers and officers of the Korean People's Army, officials concerned,
diplomatic envoys of different countries and military attaches of different
embassies here. On hand were Russian Ambassador Andrei Karlov and embassy
officials. Speeches were made there.
Pyongyang, February 18 (KCNA) -- Chief of the Military Orchestral Service and
its Chief Conductor of the Armed Forces of the Russian Federation Valerii
Khalilov who is leading the central military band of the Defence Ministry of
Russia was interviewed by KCNA at Pyongyang Airport before his departure on Feb.
17. He extended heartfelt thanks to Korean friends on behalf of all the members
of the military band for helping their successful performances and visits.
Pointing out that they visited the old home in Mangyongdae where President Kim
Il Sung was born, the venue of the 10th Kimjongilia Festival, the Revolutionary
Martyrs Cemetery on Mt. Taesong, the Liberation Tower and other places, he said:
We have come to know well about the fact that Kim Il Sung who was born into a
patriotic family embarked upon the road of revolution with his great intention
for the liberation of Korea in his early years and led the arduous anti-Japanese
war to victory and that heroic forerunners laid down their lives for the freedom
and independence of the country.
I composed "March of Songun Victory" praising the Songun policy, fascinated by
leader Kim Jong Il attaching importance to the military affairs and giving top
priority to the military affairs in state politics when I visited Korea for the
first time. Waltz "Friendship" sang of the Russia-Korea friendly ties with
melodies selected from the music of the two countries. The performance in the
presence of Kim Jong Il left deep impressions upon all the members of the
military band. It is great honor and happiness to us that Kim Jong Il
appreciated the performance.
Pyongyang, February 16 (KCNA) -- Chairman of the DPRK National Defence
Commission Kim Jong Il received a congratulatory message from Russian President
V. Putin on Feb. 16. The message said:
Please accept my sincere congratulations to you on your birthday. Russia knows
well about the role you have played for the development of friendship, good
neighborliness and cooperative relations between our two countries. I am sure
that the traditional friendly and many-sided ties between Russia and the DPRK
will continue to expand in the interests of the two peoples in the future, too,
and contribute to ensuring peace and security on the Korean Peninsula and the
Asia-Pacific region, on the solid basis of the treaty concluded on Feb. 9, 2000.
I wish you good health and success in your work and the Korean people happiness
and prosperity.

International Friendly Contact and the Beijing Association for International

Pyongyang, February 14 (KCNA) -- Russian Ambassador to the DPRK Andrei Karlov
gave a reception at the embassy Monday evening on the occasion of the birthday
of leader Kim Jong Il. Present on invitation were Yang Hyong Sop, vice-president
of the Presidium of the Supreme People's Assembly of the DPRK, Ro Tu Chol,
vice-premier of the Cabinet, Pak Kyong Son, vice department director of the

The ambassador in a speech said that Kim Jong Il is well known to the Russian

National Defence Commission, this year. He wholeheartedly wished Kim Jong Il

Today the DPRK-Russia friendly relations are favorably developing under the

North Korea’s Vice Minister of Trade Kim Yong-jae has been named to the post of ambassador to Russia, a diplomatic source in Moscow said Monday. Kim is not a career diplomat but an economic expert. The source said the appointment was seen as a signal that North Korean leader Kim Jong-il wants to pay more attention to business and trade. Rumors of a large-scale shakeup in North Korean diplomacy have been circulating for a while and gained urgency after Kim’s recent visit to China. The outgoing ambassador to Russia, Park Ui-chun, has been in the job since April 1998.
Pyongyang, February 13 (KCNA) -- The February 16 International Committee was
inaugurated in Sankt-Petersburg of Russia on Feb. 1. A decision on its
inauguration said that the delegates of East European and Central Asian
countries declared the necessity to more actively study and disseminate the idea
and theory legacies of President Kim Il Sung, the founder of the Juche idea, and
works of leader Kim Jong Il on the occasion of February 16.
The Songun idea based on the Juche idea founded by Kim Il Sung in the 20th
century has been systematized by Kim Jong Il, chairman of the DPRK National
Defence Commission and supreme commander of the Korean People's Army, as the
well-regulated, logical and objective Juche-based idea, it said, and went on:
This has become the major countermeasure to cope with the imperialists' moves
for "globalization" in the 21st century as its method is scientific and its
content is revolutionary.
Kim Jong Il clarified the cause of the temporary collapse of socialism in some
countries, indicated the way of defeating imperialism under the new
circumstances and thus performed great exploits in the struggle of East European
and Central Asian countries for progress. Therefore, the delegates of these
countries intend to carry on the unified international plans to more actively
study and disseminate works of Kim Jong Il on the Juche idea, keenly feeling the
necessity to accept the Songun politics as well as the Juche idea in conformity
with the reality on the occasion of February 16.
Included in the plans are the publication and report and seminars of various
forms on works of Kim Jong Il. We form the February 16 International Committee
to coordinate the plans. The committee groups 20 members from Russia, Poland,
Ukraine, Belarus, Kazakhstan, Moldova and other countries.

South and North Korean diplomats in Russia attended an event hosted by the
Russian- Koreans Association (Chairperson: Vassili Cho) celebrating the Lunar
New Year at a restaurant in Moscow. The diplomats have seen each other at public
events but have hardly met otherwise. The event was a result of efforts by
ethnic Koreans in Russia. Cho, in charge of preparing the event, said, “This
event was made possible because North Korean diplomats participated for the
first time in six years. But it’s a pity that North Korean Ambassador Park Eui
Choon couldn’t make it.”
North Korean diplomats in Russia have avoided events in which their South Korean
counterparts take, part but accepted the Russian-Korean Association invitation
without hesitation. Ambassador Kim Jae-sub and Consul General Byun Dae-ho
attended the event on behalf of the Korean Embassy, while Councilor Yoon Jung
Gyu and his wife attended on behalf of North Korea. Ambassador Park had
overlapping schedules. As the event went on, Byun approached Yoon and offered a
toast as 200 ethnic Koreans cheered. “The New Year is the greatest holiday of
our people, but today I sense that unification would replace it as the greatest
holiday,” Yoon said.

On January 2, the North Korean Workers’ Party banned the use of “Ttororegi”
boats (wooden motor boats) for fishing. North Korean fishermen have had to use
rowboats to fish ever since. For the past 10 years, Ttororegis have been North
Korea’s main fishing vessels. About five meters long and capable of seating
three to four people, tens of thousands of Ttororegi equipped with four to five
horsepower engines used to ply their trade along the East and West Sea coasts.
Larger vessels are too expensive for North Korean fishermen to operate.
Sometimes the boats drifted into South Korean territorial waters.
Lee Sung Ju, a fisherman from Nason, North Hamgyong Province, exploded in anger
after learning of the ban, saying, “This is all because of the Russians.” Up
until two years ago, he was a successful fisherman. He owned his own Ttororegi,
and his fishing skills were good enough to earn him more than $1,000, yearly.
During winter and spring, he harvested octopus and sea urchin, and in summer and
autumn he caught cuttlefish for a living. His wife even graduated from a
prestigious university.
Though often life threatening, fishing is one of the most highly profitable
occupations in North Korea. Its popularity is roughly comparable to medicine in
South Korea. It is said that the three best jobs in North Korea are public
officials, fishermen, and women without husbands who often run profitable
businesses. Because marine products are easily sold to overseas consumers, North
Korea’s move toward capitalization is beginning in its fishing industry.
cuttlefish sells in the North at 30 percent of what it sells for in the South.
Though approximately 10 percent of that is then surrendered to relevant
authorities, there is no occupation more profitable in North Korea than fishing.
It also helps that exporting institutions keep raising prices. Fishermen are
popular as prospective bridegrooms in North Korea.
But Lee’s life took a turn for the worse last year. After setting out for a day
of cuttlefish harvesting in July, his boat drifted off Vladivostok, where he was
captured and treated as a spy by Russian officials. He was teased and told that
it was impossible for him to have drifted so far in such a puny boat. They threw
in him prison, where he met dozens of fellow North Korean fishermen who had been
detained behind bars for the same reason. When Russia sent Pyongyang its list of
imprisoned fishermen, the North Korean government announced to their family
members that they would have to pay 500,000 won ($200) to Russia each. Lee could
only return after his family paid the fine.
Last December, Lee heard that the North Korean Coast Guard apprehended the
Russian cargo vessel Ternei for illegal entry into North Korean territorial
waters. Lee was pleased. “Good. We should pay them back,” he said. Lee believes
that the Ttororegi ban resulted from Russian complaints. Although he feels that
innocent fishermen should not have to suffer the consequences, he has no choice
but to keep fishing in a rowboat.

Pyongyang, September 1 (KCNA) -- Mira Koltsova, head of the Russian State
Academy Beryozka Dancing Troupe Named after N. S. Nadezhdina, was interviewed by
KCNA at the airport Wednesday before leaving for home after a visit to the DPRK.
She said the dancing troupe had the great honor of giving a performance in the
presence of leader Kim Jong Il. This time, she went on, the troupe put the
immortal revolutionary paean "Song of General Kim Jong Il" on the stage as the
first number with deepest reverence for him who performed great feats for the
development of Russia-DPRK friendship and the cause of global independence. It
came with the women's group dance "The Volga," a special piece created for him.

DPRK-Russian Economic Cooperation
Russian News and Information Agency Novosti reported that Russian Governor of the Maritime Territory Sergei Darkin and the DPRK’s Foreign Trade Minister Rim Kyong Man met Monday to discuss prospects in trade and economic cooperation between the Maritime Territory and the DPRK. According to Darkin, bilateral trade turnover has risen four times against 2001, aggregating $9.3 million, but added that bilateral trade cooperation potential in the region has not been fully exploited. MOSCOW: North Korea would give up its nuclear weapon ambitions if the United
States stopped threatening the country, an envoy of Russian President Vladimir
Putin said Wednesday on returning from talks with North Korean leader Kim
Jong-Il. Kim “said that he would not need a single nuclear warhead if the United
States ended its threats,” Konstantin Pulikovsky, the Kremlin’s envoy to the far
east of Russia, was quoted as saying by Interfax. Pulikovsky, who was in North
Korea from Sunday and met several times with Kim, said the Stalinist state’s
leader “feels positive” about six-way talks on the nuclear issue.
The latest round of negotiatons - involving China, Japan, the two Koreas, Russia and the United States - broke off on August 7 without any sign of progress on persuading Pyongyang to abandon atomic weapons. New talks are expected in the final week of August. Pulikovsky said that Kim “expects to develop atomic power for peaceful purposes” - a stance at the heart of continuing disagreements, since Washington opposes any nuclear activity in North Korea, while China and Russia have said they would agree to a civilian capability. Пуликовский считает свой визит в КНДР результативным и обнадеживающим. Об этом
сообщил в четверг пресс-секретарь полпреда Евгений Аношин. По его словам,
Константин Пуликовский провел плодотворные переговоры с главой КНДР Ким Чен Иром,
премьер министром Пак Бон Джу, руководителем Госплана страны Ким Гван Рином.
Приоритетное значение на этих переговорах было уделено перспективам делового и
торгового сотрудничества регионов российского Дальнего Востока с КНДР, отметил
пресс-секретарь полпреда.
Пуликовский посетил в Пхеньяне крупную российскую компанию "Трест", которая
успешно создает совместных предприятий в КНДР, в том числе - нефтепереработке,

North Korean leader Kim Jong-il is positive about the six-way talks on
Pyongyang’s nuclear weapons programmes, Russian envoy Konstantin Pulikovsky was
quoted by Reuters as saying. The six-way talks — which include the two Koreas,
the U.S., Russia, Japan and China — are to resume in the week of Aug. 29 after
13 days of talks earlier this month failed to reach accord.
“I met the North Korean leader several times, including in an informal setting.
Naturally, we discussed questions linked to the nuclear problem. Kim Jong-il is
positive about the six-way talks on the nuclear problem of the Korean peninsula”
Pulikovsky said. “(Kim Jong-il) said he wouldn’t need a single nuclear warhead
... if the United States stops its threats directed at his country,” added
Pulikovsky, who visited Pyongyang earlier this week.
The reclusive North Korean leader rarely meets foreign officials. Pulikovsky
said his meetings took place during celebrations to mark the 60th anniversary of
the end of the Japan’s wartime occupation of the Korean peninsula. Pulikovsky
also quoted Kim Jong-il as saying Pyongyang might return to the
Non-Proliferation Treaty if threats from Washington ceased.
North Korea withdrew from the treaty in 2002, when U.S. officials accused
Pyongyang of pursuing a clandestine weapons programme, triggering an
international standoff. Early this year, Pyongyang announced it possessed
nuclear weapons and demanded Washington provide aid, security guarantees and
diplomatic recognition in return for scrapping them. Washington has said it will
make concessions to North Korea only after Pyongyang has dismantled all of its
nuclear programmes.

Presidential envoy Konstantin Pulikovsky, who met recently with North Korean
leader Kim Jong Il, said Wednesday that Kim told him Pyongyang might return to
the Nuclear Nonproliferation Treaty provided his country faced no threat from
the United States, Interfax reported. Pulikovsky said he met with Kim several
times during a visit this week for the 60th anniversary of Korea's liberation
from Japanese colonial rule.
Kim said he was positive about the six-nation talks aimed at persuading North
Korea to abandon its nuclear weapons program, according to Pulikovsky, who is
President Vladimir Putin's envoy to the Far East Federal District. "He said that
he doesn't need a single nuclear warhead if the United States drops its threats
toward his country," Pulikovsky said. Kim "does not rule out North Korea's
return to the Nuclear Nonproliferation Treaty in the absence of threats from the
United States," he said. Kim said his country wanted to develop nuclear energy
for peaceful purposes, the envoy said. "But as Kim Jong Il said, in case of a
real threat to North Korea, his country has the means to defend itself,"
Pulikovsky said.
Russia has worked to re-establish ties with the isolated Stalinist state in
recent years and is one of the six nations involved in the nuclear talks. The
latest round is in recess after the negotiators failed to reach agreement
earlier this month. The North insists it should still have the right to
"peaceful" nuclear activities if it gives up its weapons, but Washington wants
the communist nation to be nuclear-free. But Fyodor Lukyanov, editor of the
journal Russia in Global Affairs, said, "I don't think this is serious. Kim
wants to speak only to the United States. His view is that it is the U.S. that
makes all the decisions, and he is right."

Greetings to Russian Prime Minister
Pyongyang, August 15 (KCNA) -- Premier Pak Pong Ju of the Cabinet of the
Democratic People's Republic of Korea sent a message of greetings to Mikhail
Yefimovich Fradkov, prime minister of the government of the Russian Federation,
on the occasion of the 60th anniversary of Korea's liberation. The message
expressed the conviction that the DPRK-Russia friendly and cooperative relations
forged and developed in the common struggle against Japanese imperialism will be
put on a high stage as intended by the top leaders of the two countries and
sincerely wished the prime minister greater success in his responsible work for

Wreaths at Martyrs Cemeteries
Pyongyang, August 15 (KCNA) -- Wreaths were placed at the Revolutionary Martyrs
Cemetery on Mt. Taesong and the Patriotic Martyrs Cemetery Monday on the
occasion of the 60th anniversary of Korea's liberation. Seen at the
wreath-laying stands were wreaths sent by Kim Jong Il, general secretary of the
Workers' Party of Korea and chairman of the National Defence Commission of the
Democratic People's Republic of Korea and supreme commander of the Korean

Present at the wreath-laying ceremonies were Kim Yong Nam, Pak Pong Ju, Kim Yong

Anthem wreaths were placed in the name of the WPK Central Committee, the
Presidium of the DPRK Supreme People's Assembly and the DPRK Cabinet. Wreaths
were laid in the name of the Ministry of the People's Armed Forces, public
organizations, ministries, national institutions, KPA units, organs of science,
education, public health and the press, party and power bodies and schools in
Pyongyang. Wreaths in the name of the presidential envoy to the Far East Federal
District of Russia, the foreign diplomatic corps and the Russian embassy here
were also laid there. Written in the ribbons of the wreaths were "Glory to the
Revolutionary Martyrs!" and "Glory to the Patriotic Martyrs!"
The participants laid floral baskets before the bust of Kim Jong Suk,
anti-Japanese war hero, and paid a tribute. They observed silent tribute to the
memory of the revolutionary martyrs and patriotic martyrs. Senior party, state
and army officials, KPA servicepersons and working people laid floral baskets
before the Monument to the Victory in the Fatherland Liberation War.
Greetings to Russian President
Pyongyang, August 15 (KCNA) -- Kim Yong Nam, president of the Presidium of the
Supreme People's Assembly of the DPRK, Monday sent a message of greetings to
Russian President V. V. Putin on the occasion of the 60th anniversary of Korea's
liberation. The message expressed the belief that the traditional friendly ties
between the DPRK and Russia, which were forged during the period of
anti-Japanese war for Korea's liberation, would develop in the future, too, in
an all-round way in line with the common aspiration and interests of the
governments and peoples of the two countries. The message sincerely wished the
Russian president success in his responsible work for socio-political stability
and prosperity of the country and the friendly Russian people well-being.
Kim Jong Il Meets Russian Presidential Envoy
Pyongyang, August 15 (KCNA) -- Kim Jong Il, general secretary of the Workers'
Party of Korea and chairman of the DPRK National Defence Commission, today met
with Konstantin Borisovich Pulikovski, presidential envoy to the Far East
Federal District of Russia, and his party on a visit to the DPRK. Present there
were Kim Yang Gon, councilor of the DPRK National Defence Commission, and Andrei
Karlov, Russian ambassador to the DPRK. On the occasion the presidential envoy
conveyed the personal letter and a gift to Kim Jong Il from Russian President V.

Kim Jong Il Enjoys Performance Given by Russian Beryozka Dancing Troupe

for visiting the DPRK again on the occasion of the 60th anniversary of Korea's

Appreciating the performance together with him were Pak Pong Ju, premier of the

a mixed group dance "In Memory of the Defenders of the Motherland" and Korean
songs "Song Dedicated to Comrade Kim Jong Il" and "Recalling the Old Home". The
performers truthfully represented the ardent patriotism and optimist life of the
Russian people and their national customs with refined artistry and graceful and
enthusiastic rhythms.
The performance ended with choruses "The General of Korea" and "Our Friendship
Is Everlasting" amid the warm DPRK-Russia friendship prevailing in the theatre.
It was acclaimed by the audience as it clearly showed the appearance of the

Grand Joint Banquet Given on Occasion of 60th Anniv. of Korea's Liberation

Russian embassy here Monday evening on the occasion of the 60th anniversary of

imperialism have steadily developed throughout the long history and they have
developed more favorably under the deep care of the top leaders of the two
countries, in particular. It is the consistent stand of the DPRK to continue to
boost the relations with Russia as intended by the top leaders of the two
countries and in the spirit of the state treaty between the two countries.
Konstantin Borisovich Pulikovski in a toast said that the historic event in
August 1945 is always remembered by the Russian and Korean peoples. The
relations between the two countries forged in the joint struggle have made big
progress, standing the test of the times for the last 60 years, he noted.
The historic visit to Pyongyang by Russian President Vladimir Vladimirovich
Putin in 2000 and the historic visits to Russia by Kim Jong Il, chairman of the
NDC of the DPRK, in 2001 and 2002 have injected energy into all key fields, he
noted, adding the particular relationship between the leaders of the two
countries has become a sure guarantee and basis for further boosting the Russia-DPRK
cooperation. Russia supports the DPRK's line of building a great prosperous
powerful nation, he stated.
Referring to the improvement of the north-south relations and the principled
stand of Russia supporting the independent reunification of Korea based on the
independent principle, he said that Russia sincerely rejoices over the recent
positive development of the relations between the north and the south of Korea
in many fields and wishes the Korean people new greater success in this respect.

Pulikovski and His Party Pay Tribute to Kim Il Sung

Premiere of Russia's Beryozka Dancing Troupe
Pyongyang, August 13 (KCNA) -- The visiting Beryozka dancing troupe of Russia
gave its premiere at Ponghwa Art Theatre here on Friday in the run-up to the
60th anniversary of the liberation of Korea. The State Academy Beryozka Dancing
Troupe named after N. S. Nadezhdina, well-known to the world as a renowned
artistic organization of Russia, visited the DPRK in February to give
significant performances in celebration of the Korean people's holiday.
With the friendly feelings of the Russian people, the dancing troupe raised the
curtain of its performance with chorus of the immortal revolutionary paean "Song
of General Kim Jong Il." It put on the stage colorful numbers such as mixed
group dance "Holiday Dance," men's group dance "Carters" and trio dance
"Humorous Dance" which reflect the optimistic life of the Russian people.
Women's group dance "Beryozka" superbly represented the noble mental world of
the Russian people who ardently love their motherland. Mixed group dance "In
Memory of the Defenders of the Motherland", which deals with the struggle of the
Soviet soldiers who displayed massive heroism and matchless self-sacrifice
spirit in the just war against the aggression of fascist Germany, was acclaimed
by the audience for its high ideological and artistic value.
The performers also put on the stage songs and dances "The Suburbs of Moscow in
the Evening" and "Kalinka," well-known to the Korean people. At the climax of
the performance, "Song Devoted to Comrade Kim Jong Il" by a female vocal soloist
solemnly resounded through the hall. A floral basket was conveyed to the
performers in celebration of their successful performance.
The performance was appreciated by Minister of Culture Choe Ik Gyu, officials
concerned, working people in the city and Ambassador Andrei Karlov and staff

Pyongyang, August 4 (KCNA) -- The publication of the DPRK-Russia Moscow
Declaration signed by leader Kim Jong Il and President Vladimir Vladimirovich
Putin four years ago was an epochal event of weighty significance in steadily
developing the DPRK-Russia friendship on a new high stage in the new century,
say newspapers Thursday. Recalling that Kim Jong Il stayed in Russia from July
26, 2001 and paid an official visit to it between Aug. 4 and 5 at the invitation
of Putin, Rodong Sinmun says: Meetings and talks between Kim Jong Il and Putin
marked a historic occasion in boosting the bilateral ties of friendship.
The DPRK-Russia Moscow Declaration adopted and published during Kim Jong Il's
historic visit to Russia was a historic declaration that formally confirmed
before the international community the will and stand of the two countries to
develop the bilateral relations of friendship and cooperation in all fields in
keeping with the common desire and interests of the two peoples and the
requirements of the new century, ensure peace and security in Asia and other
parts of the world and actively promote the common cause of humankind to build a
just, new world.
The bilateral relations of friendship have dynamically developed on a new high
stage for the past four years after the publication of the declaration. Today
the Russian people are striving to achieve social stability and national unity
and defend the security and interests of the country under the leadership of
Putin.The Korean people highly estimate the efforts exerted by the Russian

MOSCOW (AFP) - Interior ministers from Russia and North Korea signed an agreement on joint action against cross-border organised crime and drug trafficking, Russian Interior Minister Rashid Nurgaliyev said.
"The accord provides more efficient regulation of our cooperation in law enforcement," Nurgaliyev was quoted by ITAR-TASS news agency as saying after meeting his counterpart from North Korea, Ju Sang-song.
Nurgaliyev said the agreement focused on training of law enforcement cadres which he described as a priority for both countries.
A statement posted on the Russian foreign ministry's web site said senior officials from the interior ministries of both countries took part in the discussions, but provided no further details on the accord.
The Soviet Union had friendly relations with North Korea and Russia continues to enjoy privileged ties with the Stalinist state. Russian envoys frequently visit Pyongyang, though visits to Moscow by senior officials from North Korea are rare.
An unnamed Russian interior ministry official was quoted earlier in the day as saying that Russia has "wide experience" in law enforcement training and continued to provide such training for senior police officers at a facility in Moscow.
Nurgaliyev and Ju also discussed bilateral cooperation in fighting against trafficking in wood, unspecified marine resources and metals.
Ju was quoted by ITAR-TASS as saying that he was "pleased" to learn of Russian "successes in fighting crime and terrorism."
Pyongyang, May 11 (KCNA) -- Russian President Vladimir Vladimirovich Putin praised leader Kim Jong Il in his interview with the U.S. CBS TV on Sunday, according to ITAR- TASS. Recalling that he met with Kim Jong Il three times, he said: "I think Kim Jong Il is a man striving to turn the DPRK into a land better to live in. What disturbs this is not only historic situation but today's relentless pressure from outside. A host of matters of today as well as the past obstruct this. Also interfering with this is a very harsh pressure from some partners. We should not drive the situation to a dead end."
